About The Community Benefit Package
Who are the beneficiary community / communities (those that make up the fund ‘area of benefit’): | The beneficiary community is Lairg village or more specifically the area bounded by Lairg Community Council in Sutherland. |
---|---|
Community benefit structure: | Payment: per MW installed |
Additional arrangement: | There is an annual, index-linked, payment per year of £22,500 which is equivalent to £3,000 per MW per year. The wind farm has an installed capacity of 7.5MW. |
Please confirm the value of your community benefit package as an equivalent rate of payment per MW per year: | 3000 |
Is this index-linked? | Yes |
Fund Set-Up Process
Do you have a written agreement with a local body in relation to the community benefit package, e.g. community council, development trust, or local authority: | Yes |
---|---|
If yes, please name the body: | A Memorandum of Understanding was established between Foundation Scotland and Lairg Community Council. The owner has an Agreement in place with Foundation Scotland. |
Governance & Administration
Who administers the fund? (Who holds the fund and makes payments to local causes?): | Foundation Scotland administers the Fund but administration for the micro-grants is devolved to the Community Council. |
---|---|
Who makes decisions on which causes receive funds? If this is a local group (e.g. Community Panel, Committee or Board) please give the name of the group, details of its make-up and how people can come on/off the group: | The Community Council operates as the Panel under a Terms of Reference that is kept under Review by Foundation Scotland and the Community Council. Because of Lairg’s involvement with another multi-community Panel that involves community councilors and lay members of the community it was considered sensible to contain decision making on the Lairg Fund within the community council. At the point of establishment there were significant concerns about volunteer fatigue. This arrangement has worked effectively for 6 years and the changes of personnel on the community council ensure that Fund related activity periodically involves different residents. |
Monitoring & Review
Do you receive an annual report on fund spend or, if you are the fund administrator, do you produce one: | Yes, an annual report is produced and made available on the Fund website and sent to the project owner and Community Council. The report covers fund spend, impact achieved, promotional activities and fund balance. |
