How to use the Framework
Where use of the Framework is a condition of CARES funding, organisations requiring project management services must only use a Framework Contractor.
Organisations procuring project development and delivery project management support will be required to issue a specification to a minimum of three Framework Contractors.
For shared ownership support a specification must be issued to both of the Framework Contractor.

More information: Great Glen Consulting (GGC) has been involved in managing community and charity projects since 2012 but the MD (Susan Clark) was involved in project management for 10 years before that.
As the Client Project Manager, GGC has experience in a range of projects from renewables (hydro, solar, wind), community buildings and community housing. GGC has been involved in projects from concept through to operation but has also jumped into projects at various stages to provide support to bring projects to fruition.
Expertise includes putting in place funding strategies for projects and putting in place that funding through grants, borrowings and community shares, including working with funders on their due diligence processes. Linked funding is the ability of GGC to develop business plans to support such funding. GGC is experienced in designing procurement strategies and procuring teams for the client organisation and then managing those teams to deliver the projects, using project controls – risk registers, programmes, budgets, change management and project monitoring – which GGC is also able to implement.

More information: Green Cat Renewables (GCR) is a renewable energy consultancy covering all aspects of development support based in Scotland. The company’s multi-disciplinary resource base offers support and services to deliver any scale of renewable energy project from feasibility and concept development through to planning, engineering, project management, construction, commissioning and operational asset management. Effective project management and communication are key principles to GCR. The team of project managers have built up considerable experience working with planning authorities across Scotland and this in-depth working knowledge of local planning policy and the established relationships with planning officers has meant that almost 85% of our consented developments were able to be determined at a local level.
Working alongside communities, community groups, developers, investors and finance providers alike, GCR have a thorough understanding of the key barriers to the successful delivery and operation of community-led renewables and early identification and communication of these is key to project success.
Because GCR have their own Engineering and Contracting Departments, project management expertise and experience from these teams feeds directly into all stages of a projects life-cycle, ensuring knowledge and lessons learned gives community groups a clear advantage in risk identification and also in the mitigation of risks.

More information: Locogen is a Scottish company founded in 2009 specialising in renewable energy services to clients nationwide. We have worked extensively with urban and rural community groups including development trusts, energy co-ops and voluntary bodies. This includes the design, consenting, project management and installation of projects at small to large scales.
We project manage community schemes in wind, solar PV, hydro, and battery storage. We also support low carbon heat and energy efficiency projects utilising heat pumps, biomass, solar thermal, heat networks, and thermal storage. Increasingly we apply our engineering skills to hybrid, multi-technology projects to build smart local energy systems. We also work with emerging technologies often to overcome local constraints through grid management solutions, green hydrogen generation and EV charging.
Examples of project management work include the award nominated BESPOKE turbine near Falkirk, the Midsteeple community heat project in Dumfries, heating social housing in Tomintoul, Linlith-Go Solar for the Linlithgow Development Trust, and the Coigach community turbine in Assynt.
Our project managers are friendly, climate aware and experienced in supporting CARES-compliant reporting. Our style is professional and flexible so we can adapt to evolving requirements whilst still meeting deadlines. Our fees are highly competitive recognising the ambitions and budgetary constraints of community groups.
