Community engagement services suppliers list
The Scottish Government’s Community and Renewable Energy Scheme (CARES) supports communities to engage with, participate in, and benefit from the energy transition to net zero emissions. Subject to funding availability, communities can access support from CARES to develop Community Action Plans where there are, or will be, community benefit funds delivered locally.
The community engagement services suppliers list below aims to help communities find suppliers that can deliver services that will help ensure they benefit from renewables projects. The list includes suppliers that can help with:
- Community profiles and action planning.
- Support community responses to energy and income generation opportunities.
- Facilitate consensus on community fund governance and strategy.
To join the community engagement services suppliers list, suppliers must be:
- Committed to working in alignment with the National Standards for Community Engagement.
- Willing to engage with communities and respond to invitations to tender.
- Able to demonstrate experience on at least three relevant projects.

Urban Foresight supported the Applecross Community Company to deliver a feasibility study and detailed design for EV charging infrastructure and battery storage, powered by the community-owned “Apple Juice” hydro station. The project was designed to meet local needs while also supporting tourism and the local economy, given Applecross’ location on the North Coast 500 route and its distance from Inverness.
Through stakeholder engagement and technical assessment, we identified strong demand for both fast (7kW) and rapid (43kW+) charging. However, we also determined that the local single-phase grid would make rapid charging impractical without a costly three-phase upgrade (estimated at £150,000–£400,000). This clarified a wider challenge
facing remote communities seeking to capture clean energy and transport opportunities.
In response, Urban Foresight developed a scalable solution: the Community Rapid Renewable Energy (CoRRE) Hub. The concept combines battery storage and power conversion to optimise renewable integration and provide three-phase capability without prohibitive grid reinforcement.
Following a successful Ofgem Energy Redress applicationand feasibility completion, the technology is now being progressed toward trials in Applecross and other suitable locations.

Services provided :
Urban Foresight supported a consortium of rural community buildings in rural Northumberland that were under pressure on both operating costs and long term environmental sustainability.
Working closely with building managers and community representatives, we assessed each site and explored practical renewable and energy management options, including solar PV, battery storage, and intelligent controls. We then built a bespoke energy model tailored to the real operating patterns of rural community buildings (often characterised by variable occupancy, mixed uses, and seasonal peaks). This allowed the consortium to compare scenarios, understand costs and benefits, and identify the most robust investment pathway for each building.
Our engagement and facilitation support helped the consortium align around a single delivery route, leading to the formation of a Community Energy Company to take the programme forward on behalf of the buildings.
The feasibility and action planning outputs also positioned the consortium to secure significant funding, enabling installation of solar PV and batteries across six community buildings as a pilot – demonstrating investment readiness and a credible pathway from engagement to delivery.

Group Supported: The Cairngorms Trust
Services provided: Urban Foresight was appointed to design and facilitate a new national Community-Led Local Development (CLLD) network connecting Scotland’s 20 Local Action Groups (LAGs) across rural and island communities.
The network is being created as a practical platform for collaboration, peer learning and policy engagement – helping local priorities be shared, strengthened, and represented in national conversations as rural and islands policy and funding arrangements evolve.
Working alongside the Cairngorms Trust and all Scottish LAGs, we convened an inclusive programme of engagement and supported a national co-design workshop to establish strong foundations for a network that is community-informed and delivery-focused.
